Is this PVA on newly plastered walls?

We got some walls plastered a few months ago. After mist painting them there are several areas where the paint won't stick. After searching the forum, I am guessing it is PVA.

Assuming it is, I would appreciate any help figuring out my options.

Some walls have only a couple of small splashes, some have several.

Would I be able to use polycell plaster repair, then sand an paint?

If I use Zinsser Bulls Eye 1-2-3 Primer-Sealer, could I spot paint the area or do I need to do the entire wall?

Or should I just call the plasterer back and if so is there anything he could do, other than reskim the walls?

Looks like it ! Sloppy plasterer. Not sure what white spirit would do as its a water based product. Cover with Zinsser to stop it coming through.
