Is this wall load-bearing?

Just removed the plaster from this wall in a 3rd floor flat in a Victorian house with a loft room above.

The joist above appears to be parallel to the top joist and the bottom (joist?) appears to be sitting on the floor boards with nothing below.

Could this wall be load-bearing?
