Issues with skimmed wall 2 years old

Hi all, new to forum.

Have major issues with paint peeling and blistering from skimmed wall. Was does as recently as 2 years back (was treated before skimmed). Original plasterwork was white and flaking, almost powder like hence the treatment before being skimmed.

Its now back with avengance and has spread to other places. Any idea as to what this could be? Hope you can tell by the pictures.

Will get someone in to take a look. But is there anything pre job I can do to keep costs down I.e. Chip old stuff out? The area the patches affect is about 5' x 3' so its a fairly broad area (although there patches are about 6" square - approx 5 patches in total.

Any advise much appreciated

That's what I thought, but as the area was treated, am I looking at something more sinister? Like I'm thinking oil in the brickwork?
 
Sorry, just meant sealed prior to being skimmed. I'm not diy minded whatsoever. Apologies.
 
That's quite a mess and no amount of sealing will cure that.
Is this an internal or external wall? Solid stone wall or cavity? How old is the house? All these questions will give us some clues. It looks as though it's patches of damp or salts/efflorescence.
 
The house is probably 1920, I would say its solid brick with no cavity, and its my dining rooms external wall. The large patch is where I had the initial issue. There was like a fluffy powdery substance there and this seems to be coming back. The other patches of blistering could be caused by poor ventilation maybe as its behind our curtains which we don't draw. Its all a bit of a balls ache as this was one room I was proud of but now its becoming a bit of a nightmare.
