It all started with small electric shocks from the washer

I started to get small electric shocks from the washing machine. When i checked the earth connection against a metal pipe, it showed around 2 volts. I have unplugged the washing machine and checked the socket. It is showing 2 volts against the pipe too. Any ideas?
 
you need to get a spark in for this, a multimeter will probably not tell you what you need to know.

off the top of my head, it could be a lost earth connection somwhere, so any leakage is not going to earth, but through YOU.
insulation breakdown (or moisture in the cable somwhere)

this needs checking out asap, any shock is not a good one...
