Jammed stopcock?

Hi all, new to this site so please be gentle!
Got to plumb in new washing machine but can't turn water off...! (Have plumbed a washing machine in before)
Sprayed WD40 on but not budging, other than 'tapping' with a hammer any other suggestions on releasing it pls!? Thanks.
 
Use the hole in the handle end of an adjustable spanner to persuade the tap to open... little by little, gently... don't clank it so much you break the pipework...

Failing that, either boundary stop tap or freeze incoming main and replace the seized tap.
 
Undo the packing gland nut first and spray wd40 down the spindle of the tap. (leave for a while)

Then gently turn the tap left and right. You should know the 'feel' of the tap as not to over do it.
