joins in plasterboard

I had my lounge decorated this year. The decorator lined the celing. It is a false ceiling in an old house. I see visual lines where the plasterboard joins are. Is it normal practice for a decorator to fill these or shoud I have had a plasterer in to attend to this. None of the decorators ever seem to mention plastering but always do filling. I am now thinking this should be skimmed. The ceiling was lined. Is it just a case of a decorator not wanting to mention it because he has the work booked in and does not want to get involved or is this bad practice. Or was he right to fill and line?
