Some of the jointing tape between the wall and the ceiling is beginning to lift away from the wall (the ceiling part seems to be OK). Should I try taking it off (am not really confident to do that) or can it be stuck down and will I be able to paint it with water based paint? Grateful for any advice. Thanks

Sticking the tape down isn't really all that practical because you will probably end up with tape that looks bubbled or blistered. It can seem like a daunting job to remove the tape, but it's really not that difficult. Cut away the loose stuff and then just use a roll of self adhesive plasterer's scrim tape (that's the mesh kind), which will give a great key for filler to adhere to. You should remove the same section from the ceiling that is loose on the wall so that the scrim can be worked 90° around the corner to avoid future cracking along the ceiling/wallboard joint. Use a powder filler because it will sand smooth much easier than ready mixed stuff, allowing you to make the repair invisible.
