Joist or noggin?

I hope it's the latter, *no-one* cuts a chunk like that out of a joist to install a light.
There's no chance of getting access from above but it looks too thin to be a joist, what do you think?

Joists will run way, noggins the opposite. Which way do the floorboards(?) run ?

You'd better hope its a noggin. Otherwise, dial-a-plasterer and move that light.
