My situation is much clearer now. I had a look at the electirc meter and there are two sets of digits (Low and Normal). I assume these are the two rates talked about?

I had a look at the breakers and nothing is tripped so much be one of the other scenarios in your list.

So in summary my lower element is not working and is possibly hard wired to the lower electricity rate at the meter. This is forcing me to use the top element which is connected to the standard electric rate (and has a smaller capacity).

Would I achieve the same money saving affect my just only heating up my hot water manually after 11pm even though its connect to the normal rate? (just until its all fixed)

And who made the first **** up by not realizing that the OP's "boiler" was actually his HW cylinder?
Which part of " I don't assume" don't you understand?
Like I said, I stick to the facts because it can turn out rather costly if I act on things that seem obvious without verifying.
This doesn't mean anything to the likes of you who worked in public sector/quangos, as it is not commercial. Who cares if a project takes twice as long and costs three times as much as assumed? The taxpayer will fund it whatever happens.
 
No. The top immersion is almost certainly connected to normal rate electricity, which is the same rate per Kw day and night.
