Possibly disused, since it has a flex outlet on the front with no flex coming out of it.

Turn it off and see what happens.

Turn all the power off and have a look inside, the FCU will have a L,N input and a L,N output if there's nothing going from the output it obviously does nothing.

50/50 socket fed vs. storage heater circuit, IMHO. Need to be checked.
