Though not exactly precision engineering, Mamod steam toys should give the lads the steam bug, and hopefully set them on to making their own live steam engines.

Get a load of second hand Meccano off Ebay - We had loads when I was a kid. that's why I'm so bright and can do all types of work. Electrics, plumbing and stuff like that all came from using Meccano as a kid. Also, you learn the basics of engineering design which is useful in construction of roofs and stuff.
If you want your kids to be just like Joe-90 - then get them big box of Meccano. I still use it today for making stuff.

I can't do stuff like get the perspective right or copy floorboards instead of drawing them one at a time.
 
i remember getting a bowsaw and a box of matches and being told to go and play in the woods
