Knocking down walls

I have 2 kitchen walls that I want to come down in order to open the room up into part of my hallway and into the dining room to make a large kitchen/diner.
Both of the walls are supporting walls, so i would need to get 2 x 4 metre steels to replace the supporting walls and have a T junction created where the two steels meet.

I have a family friend that is a builder and can do most of the work with my help, but i want to know what official route do i need to take to do this work.

Do i need to get building regs in or a structural engineer to assess it?
Is there anything i can do to save time/money i..e expose the joists before inspection etc.

Yes, everything that you say. Get in touch with council building dept. first of all, they will advise you on what steps to take.
Unlikely to need anything exposed as whats there will be getting replaced anyway. You will need to leave the new steels exposed once installed for final inspection.
Get plan of proposed work with engineers report. This gets shown to BCO, then once ok'ed you can proceed.
