You shouldn't need Planning Permission, but you will need Building Regulations approval, which will mean putting in a building notice. Contact your council's Building Control department, they'll tell you the procedure and the fee (which will depend on the cost of the work). I also got a structural engineer's report to indicate the size of steel needed, and how it should be supported - for peace of mind and because Building Control needed to see it.

You would need to submit a Building Regulation application (should get away with a Building Notice) to the local authority and provide details/calculations on the beam(s) proposed to support the load bearing element(s) above.

The BR fee's would be determined upon the estimated cost of work. Assuming your LA is Nottingham City, you're carrying out the works to a single dwelling and the estimated cost is not more than £1,000 then you would be looking at paying a fee of £127.66...
