Ladder towel rail is hot when it shouldn't be

Help please! The ladder towel rail in my bathroom is hot in the middle of the night when the central heating and hot water are both off. How can this happen and what can I do to stop wasting energy? I'm sure this shouldn't happen.

Does it have any electric cables going to it. If so it also has an electric element to heat it when central heating not in use. There will be a switch for it in another room or hall.
 
Thank you for trying to help. There aren't any electrical cables near the radiator, and I am sure this is a recent problem. I am just wondering whether there is something that has been switched or adjusted without me knowing. British Gas did visit recently and I am wondering whether the engineer may have done something without knowing he had. I have a Vokera Mynute, condenser boiler. This ladder radiator seems to be on 24 hrs/day.
