Definately not ! You will need to use proper laminate/wood flooring underlay. Carpet underlay is to thick and if you lay laminate over the top the boards will be bending and bouncing every time you walk over them! Best underlay I have used on several occasions is fibre-board stuff that wickes sell - its about £20 for 10sq metre pack - good stuff!

You would need to use an underlay specifically designed for laminate, and not carpet underlay. You can use either a foam underlay or the fibreboard type as evo111 recommended. As you have a concrete subfloor, I would advise you to lay a damp proof membrane on it before the underlay goes on.
