as for lighting in communal areas:
put them on a circuit with a very low rated MCB, and fit CFLs.
Suppose you pay 12p per kWh
A 12W CFL will run for 83 hours for 12p
IMO it isn't worth spending the money on PIRs. You could fit a simple timeswitch or photocell if you like, not worth doing one per floor.
