Layer of slate blow lintel - what is it for?

In an internal wall there is a layer of slate then a half height layer of bricks below a wooden lintel - what is the slate for?

This is my upstairs toilet. There used to be a vent in the gap. I guess there is no problem just bricking up this whole, but do I need to replace the broken slate?

The slate was probably used to take the brickwork over the vent. Slate can also be used to form the liner. There is a saying in the trade that you can use slate for any part of the house except the glazing.
Are you certain you want to block up the vent?

Yes. I want to block up the vent because I don't like the icy blasts on cold winter mornings! I can open the window if I need to let some air in.
 
i think it was for bridging the vent myself but other points mentioned are also valid assumptions/possibilites

yeah i agree.....slate was used for nemerous reasons damp, bridging, packing and roofing. Just trim it down with a trowel, axe or tap at it with a hammer
