laying laminate in a new house

have just built a new house, the concrete floors are only down a couple of weeks and there isn't any heating switched on yet. how soon can i lay laminate onto the concrete floors and which would be the best underlay?

Rule of thumb: every inch of concrete takes 30 days to dry out sufficinelty (under normal conditions i.e. with normal heating - although in summer? - and ventilation).
Doens't matter what floor covering you're going to put down: the concrete has to be dry.
For underlayment: DM + soundinsulation
