Are there any guidelines for placing an interior wall inside a house?

Are there any specific intervals you should place interior walls at to size a room correctly?

For example
10 feet apart.
10 feet 5 inches..
12 feet 3 inches...
etc.. to accommodate different room sizes.

I've seen different houses with different room dimensions and I'm wondering why they chose those specific measurements.

What are the general spacing guidelines to follow if the exterior studs are 2x4's spaced 16 inch o.c.

Can you place walls anywhere you want along the exterior wall? What in the 16 inch gap between the exterior wall studs? Would you have to add additional studs there to anchor it to? Do you cut the top plate of the exterior wall. How do you anchor them together?
