Laying vinyl over old asbestos hard tiles??

Hi-I'm in a HA flat with clothes moths so all old carpets thrown. Want to lay vinyl over tiling. Can't remove it, but it has lots of chips,knocks. Have looked all over the net-can I pva & use a scree? Is there any other filler I can use? Flat was built 1957-tower block, so don't want to scratch/remove surface for adhesion as probably asbestos? Would love to be able to do it in sections-on my own-never done this-money tight.....any help extremely grateful!! Pics in my images-also a techno divvy.......:-)
 
There is a product that I have used under vinyl called paper felt it is like a soft card similar to blotting paper that will iron out most of the marks certainly the "tile effect" or just use a thick vinyl and spread newspaper sheets a few deep over the floor.

I would avoid trying to fill the imperfections as you will end up rubbing down which you don't want to be doing with that type of (possibly asbestos) tile.

Otherwise laminate floating floor over foam underlay is the way to go.
