Laying wooden flooring on split level

I have a tiled floor in the kitchen/utility area and want to lay a wooden floor so that's all the same level. I want to raise the foor by about 4 inches. There's only around 1 1/2 inches difference at the moment ( see pic below ). The slate tiles don't have a perfectly flat surface.

What does anybody think? If using joists, what's the best way to secure them to the tiled floor to avoid movement?
