Lazy flush on new WC

Hi,

Just had a new close coupled toilet installed. The cistern fills correctly and when the button is depressed it empties the cistern completly. However, when it flushes most of the water is ejected into the bowl under the rim at the end directly opposite where the cistern is. The result is the tissue paper in the WC is not flushed away properly. Is this just a bad design of toilet or could the rim holes ne blocked. Any help appreciated.

come across a few like that, which are just bad designs of the rim.
check yours but i wouldn't say they are blocked
