I have had a valley redone in lead and have noticed rolled lead (see photo) under the overhanging tiles in the valley. Should this be so, is it good practice?

Absolute mess . Get them back .
The tile is a double roman . I would say you have wasted money having in replaced in lead anyway.
A grp valley trough would have been more than acceptable and I'd guess last longer than the poorly fitted valley you now have .
Take a look around your neighbour hood you will very likley see how it should be done .
Did you have the roof stripped at the same time by any chance ?
