Why would there be a TRV located there......is it in case the expansion pipe became blocked or something?

It was a BG requirement in the 70s usually fitted above the boiler.
It was to protect the system if vent and feed got frozen.

As the OP claims not to have a boiler in the house - or not a commisioned one, he needs to be aware that some sort of system still exists?

To explain things a bit further...
We have in that cupboard just a hot water cylinder, powered by an immersion heater. We don't have any radiators in the house, so this only provides hot water for taps.
We also have an AGA cooker which we haven't ever used. There is also an oil tank outside of the house and what seems to be a pump on the outside wall for it.
I'm not sure if this may somehow explain the pipework?
