Leak near stop cock

Hi all. I have had a old water meter removed from our property a few years back and the plumber in question just connected it up using a straight bit of pipe what looks to be compression fittings that the old meter used.. either end. Anyway one is leaking I can't tighten it up as the waste is in the way (I could remove the waste but a lot of faff) I tried milliput but that's done nothing. I was going to just cut it out and put either a new isolating valve or joint. I tried to isolate it but the stop cock doesn't move. I turned it off at the road and seems to shut off some taps but the kitchen tap is still tricking more than I would like. Any ideas please... Unless someone has a better idea to resolve this

Did you open the other taps in the house after isolating at the stop tap outside. Could it be that the trickling water is just coming from internal pipework
 
I opened a few. Our small toilet there was nothing. Shut off instantly. Our ensuite did the same. Do you think it's just water in the pipework? (It just seemed to have more water than I would have liked..Thanks Paul

I was going to use something like....

If a stopcock is not turning off fully, an old plumbers trick is to let the water drip somewhere else where it doesn't matter. Another tap which is lower than where you are working or loosen a joint upstream where you can get a bowel under it.
