leaking boiler pipe outside

Hello,

As you can see in my first pic I have had excessive leaks from this outdoor pipe which appears to connect to my hot water tank. Is this the pressure overflow pipe? If so, can someone please give me some advice about how to go about fixing it.

An unvented cylinder should be serviced every year - legal requirment - so when was it last done.
