Probably an old one but my lock shield valve is leaking from the top where the stem goes through the gland nut. Done the PTFE around the threads and still leaks when stem is turned fully clockwise. Is a new vlave the only answer???
 
Try tightening the gland nut at the base of the stem, just a small turn as thay can break easily.

Flipping heck, not worth farting about with, buy a new one, especially if you have a sealed system.
 
The ptfe doesn't go around the threads. you roll a piece into a sausage shape, take the gland nut off and fit your ptfe round the spindle. The put the gland nut over it, tighten it up and bob's your uncle.
