Leaking mixer tap does not have any grub screws to remove handle, does the handle just pull off?

See if there's anything like caps in the centre of the tops of the hands, which can be unscrewed / popped out with a thin screwdriver. May well be screws underneath such caps.
 
Turn the spout all the way to the left and it will pull off.

For the price of a replacement for that tap, I'd just swap it out if it's anything less than easy to get to the valves.
 
As what ^ Madrab^ said change the complete,bling up your kitchen.:D

The grub screw's are located Either on the lower half of the tap handle,fully turn on the tap and have a poke around look for a recess it will be full of gunge maybe even gone solid.Its a very small allen or torx key.

Other either is a securing screw on the domed side of the handle but,cant see much from the photo.
