Leaking Overflow - Help Needed - DIY Newbie!

Hi all. Hoping you can help me here. Total DIY virgin so please be gentle!

Our overflow pipe is leaking outside leading from our cistern. The cistern houses a plastic arm attached to the ballcock, and the system is is less than 20 years old (house built approx 1990 - we've been here 5 years.)

After some advice on how to stop the water pouring out. Any help appreciated.

if as above it does, change the ball, if not, then the diaphragm is not shutting off properley... so change!
