Leaking Overflow!

New central heating in October, engineer noticed leaking overflow near outside oil boiler, said I needed to bend arm of ball cock. Tried this but metal arm too thick to bend. Any suggestions?

Its easy enough to bend the brass stem over your knee - but not when its in the tank!!
Better fix would be a type 2 ball valve, where the float is adjustable along the cranked stem.

New system in October? Did you not get a guarantee with it?
To my mind the installer needs to rectify this 'fault'.
