Leaking shower component

When I switch the shower on, water trickles out of a small black outlet. I unscrewed it and it has a rubber grommet which appears to be fine.

Any ideas on what might be causing this?

Not a plumber but it looks like some sort of pressure release valve for if the shower head gets bolcked. There looks like a little limescale around the top of the fitting. Take the hose off and see if the leak stops and if it does you either need to descale or replace the hose or the shower head. If that is the purpose of the black piece.
 
As above, pressure relief device (PRD). Although the seal may be in tact it has a small rubber (afaik) ball bearing inside that shoots out, usually without being noticed. Only way is to find the cause of pressure buildup and replace the prd.

Does that explain why I can blow straight through this? It’s a hollow section of small curved plastic pipe at the moment.
