Leaking straight radiator valve on heated towel rail

My mum had some work done in her bathroom by a total disaster zone, since she kicked him off the job the radiator valve between radiator and pipework has been leaking.
It appears to be leaking from both nuts and no amount of tightening seems to stop it. When I try to tighten one nut the whole thing starts turning. Should I hold the one nut in position while I turn the other. I am to afraid to tighten too much in case it just goes altogether. The radiator has never been turned on but it is still leaking.
Please help I know next to nothing about plumbing but she can not afford to get anyone in after paying the idiot who put her in this position.
 
it may be overtightened and crushed the olive on the pipe.
then it will need removing and doing again.
