Leaking Tap / Valve

found this valve (is it a gas valve) it would be perfect as a garden tap, full flow 22mm, fill watering can in seconds. However it leaks, only squirts water out of the side when turning it on and off,
Tried to repair it with that white ptfe tape, but has not worked - can't run solder into it as plastic bits inside
there seemed to be the remnants of a fibre washer, what could i make one of those out of ?

Any other suggestions?

If it is indeed an old washer, then thoroughly clean out all the remnants and get a new washer from a plumbers merchant. Or you could try a suitably sized O-ring.
