Leaky radiator

Hi all

The radiator is leaking from both (i think...) joints in the photo. This only happens when the heating is off, or the radiator is off. Then after time this results in a loss of water pressure on the boiler.

My question is.. what do the 2 screws in the photo do?

I can tighten them about 1/8 to the right. I am hoping that might solve the problem.. I just tried it and it doesnt help....

I might try to tighten the nuts.

Those two screws allow the rad to be isolated. 1/4 turn to the right. It's the main nuts that require nipping up as Jeff suggested.

Thanks for your answers.

It is not new...no idea how old but i think it was done about 6-8 years ago.

I will speak to the landlord before I try anything, plus I dont have a big enough wrench here.. and obviously i dont want to make it worse by mistake.
