leaky tap

i want to replace the washer, but i cannot get the tap handle off. it's old, probably ~1960's.

I understand most taps have a vertical screw on the top of the handle under a decorative cap, but i can't see one there, I have gouged out the coloured plastic cap with a small screwdriver, but i can't see a screw underneath.
there is however a tiny screw on the side of the tap that goes into the stem sideways just under the handle. not sure what it does but I've removed it but the handle hasn't loosened. do i need to use a sledgehammer at this point or am i missing something?

Once the screw is removed, lightly tap from under the handle. It should come off if not tap harder.

Open the tap fully and unscrew the shroud below the taphead. You may be able to get a spanner in without removing the taphead. The handle will come off with a bit of force it required, as long as the fixing screw is removed.
