Ledger board fixing order

Hi, doing some decking and I need to fit my wooden subframe to the wall (beneath the DPC) I have spacers for the back of it so it sits off the wall, what is the best practice here please? Do I offer it up level then drill through the wood and the wall at the same time or pre drill holes in the wood or a better method please? I have concrete fixings with no plugs.

Personaly I'd always advise resin anchors for this kind of job. If it's a brick wall then drilling the holes to hit bricks is the way to go and this is easier in situ.

If it's render then you're drilling blind and you might as well drill the timber before you start then use it as a template to drill the wall.

Real?? They have a presence so they must be real!

Seriously you drill a hole inject a special liquid resin in to it using a standard mastic gun which must fit then pish a length of threaded bar into it. There are no expansive forces to possibly disturb the masonry and the resin fills any irregularities in the hole. The disadvantage is that you can't load them immediately.

Offer it up on packers, hit it with a long 7mm masonry bit, plug and screw it.
