Is that the water main? I'm assuming MR DIY added the tap and then put the bond back there?

Looking at the earth clamp, it looks like the conductor is looped at the clamp. So it probably comes from the MET, through that clamp on the water service and then goes on to bond at another service (gas, usually).

If that is the case, then the cable should remain as it is, and not chopped off, otherwise you'll lose bonding to the other service(s)./
