The only way to install your new floor is to start from scratch. Remove tiles, lay sand screed, DPM (damp proof membrane) insulation if you can squeeze it in... then conrete or sand/cement screed depending on the thickness required to level to adjacent floor.
I was in Birmingham today, if only i had read this yesterday i could have popped in.
You can not lay screed or concrete over loose laid uneven tiles, however substantial you think they are. It will all break up very quickly and your floor will warp..
