Levelling floor

Hi guys,

I want to lay a new floor in our enclosed porch. I lifted all the old 70's tiles and the floor underneath is concrete. about halfway along the floor there's a ridge and the floor is raised about 5mm..

I'm unsure what to do next, I'm laying laminate and have got underlay and the laminate boards.. But how should I level the floor..

On the picture the black part is completely level but then you see the ridge and it drops and then is completely level again..
