Levelling, hard enough to walk on.

I've a small pantry floor, about 2m by 1.5m, that's currently covered in thick floor paint over the concrete foundations. The paint is cracking and peeling away at the edges, leaving gaps about 3mm deep, and there are a few chips and bumps in the centre of the floor.

I would like to level the floor before painting again but what I read about self levelling compounds suggests they're only suitable as a base for another covering, not strong enough by themselves.

Can anyone suggest a product that's easy to use and gives a good finish, that will cover the dings but is hard wearing enough for light foot fall. Thanks.
