Light dimmer cutting out and flickering

Hello,

I'm troubleshooting a strange issue with my kitchen dimmer switch and halogen lights.

Last year the dimmer switch failed and I replaced it with something like this:

More recently, I replaced all of the bulbs with echohalogens like this, but rated 25W, (40W equivalent):

After a few weeks of normal operation, they now cut out above a fairly low dimming level. The dimmer switch seems to reset to off.

If I leave the lights on at a low level for 5-10min I can then increase the level to about 80%

Whenever I set the dimmer to maximum, the lights flicker at a frequency of around 5-10Hz

The dimmer replacement was fitted by an electrician (after I wired it incorrectly and lost my nerve!)

Any recommendations? known issues with ecohalogens? Should I try a higher / lower wattage?

The original bulbs were 40W and worked fine with the dimmer for about a year.
