Lighting circuit not working

I rang Hager who said that the built in flickering feature for lighting is hardwired into the unit and cannot be switched off. He stressed it was for safety so that anyone walking half way up/down a stairs doesn't get trapped in the dark.
So the rcbo knows when there is a short circuit or earth fault but says "There is someone on the stairs so I will give them a warning that the lights are going to go out in a minute".

I will wait until they are up or down and then I will trip if I or the cable haven't melted and no one has received a shock.

If there is no one on the stairs, does it trip instantly?

No.

He means (although he appears to not really know) an add-on module for DIN rail mounted time-lag switches, which pre-warn of the imminent expiry of the on time by reducing the intensity or by flickering the lights so that people on stairs, for example, can get to a switch (which is actually in the control circuit for the timer, not directly acting on the lights) and activate it to start the timed interval again.

Sounds like a jolly good idea to me.
