Lights dimming briefly

I have had this problem intermittently over the past fortnight. We do sometimes get this as a community - when it is often a problem with our power supply and the prelude to a full scale outage. Though one time it was caused by a fault in a neighbour's system.
But I think in these instances it was just me. It has been the ground floor socket lights - I didn't check the ceiling lights or upstairs - which I mean to do next time.
In all cases I had nothing else switched on ie tv/computer and I don't think the freezer was powering on at the time.
Could it be an electricity supplier problem or is it more likely to be a domestic issue?
Would you contact the supplier first or an electrician?
 
Ask your neighbours 2 or 3 each way to see if they are having the same issue, streets are often fed with 3 phase supplies, one phase and neutral to each house in turn hence your immediate neighbours may be on a different phase and may not be effected.
If they are then you need to be onto the electric company.
