Bit more info regarding the type of lights would be helpfull

Causes = loose connections, defective dimmer, defective lighting.
A fault somewhere. Perhaps related to the flickering, perhaps not.
So get this "certified electrician" to recvify the problems that he/she has caused.

Most likely the dimmers incompatible with the halogen; have you tried a few different bulbs.
How long ago was it wired, and how long has this been happening.

It was rewired as part of a complete refurbishment by a certified electrician.

Now tell me something I don't know; oh yes, like how long ago was it done. I agree, it was very likely done last week, and the electrician would have installed the dimmer switch, so it's more than likely the wrong choice of bulb. But if we don't ask even the obvious questions, we can't give the simplest of answers.
