All our upstairs lights went out, as if the fuse had blown. However, they are all now working. Only the upstairs ones went out.
What could have happened? Could a blown fuse still conduct somehow?

Please clarify -

Did they go off for a while then come back on?

If so : - How log did they go off?

Did you do anything to make them come back on?

You may have a loose connection somewhere.

How long have you been there?

Have you done any work anywhere recently, not necessarily electrical - could be anything involving walls/floors/ceilings, even if you think it couldn't possibly be related?

No.
