turn all the electricity off then have a take the light fitting apart, it sounds like your main incoming live was what you heard go bang.

It sounds like it has literally melted, you should be looking for a red cable that is very black, and possibly no copper only what was the red insulation left, you will need to strip and re connect it, that is assuming that not too much damage was caused, if this is the case you will have to get a new light fitting / rose, but before you change it make a drawing and mark each cable so you know which cable goes where

Lights not working are due to either open circuit or short circuit
It would appear you had a short circuit and has not yet been repaired
But firstly are you sure the replacement fuse was OK!
secondly did you turn all lights off and switch them on one by one, this may help to identify which lampholder is at fault and did any light or did the fuse blow as soon as power was restored.
If so you have a 'short' and with the power off you need to examine each lamp holder to ensure the brown and blue wires are not touching each other.
You also need to examine the wiring at each ceiling rose, somewhere a live wire (red or black with red flag)is touching a neutral.
