Most solid state switches have spike protection across the switching device, normally this is equivalent to a resistor and capacitor in series across the switch and this will allow a small trickle of current to pass when the switch is OFF. Hence when the switch is OFF LEDs may glow dimly and CFLs may flash every few seconds.
