Lining paper, plaster walls, and paste on wall wallpaper

Hello all
Having some problems with the lounge walls. Currently getting quotes but looking for some advice.

The previous wallpaper is down, as is some of the lining paper. Would what is left up be reuseable rather than putting up new stuff? See pictures for condition, it seems alright to me, obviously ripped in some places such as next to the dado strip, could i get away with that?

Where I have removed the lining paper entirely the plaster doesnt seem fit for repainting (again see below), though I'd prefer it over papering. Could it be done or is the wall too far gone for that?

Also, if i were to get new lining paper can it overlap the old without creating a noticeable difference to the final wallpapered result?

Appreciate any advice.

That's the old wallpaper backing left after pulling off the top layer not lining?
