When my tenant left I 'cleaned' the main room carpet. Rented a carpet cleaning machine for 24 hours. I went over the carpet 6 times with that machine. I then used our own carpet cleaning machine another 3 times before I was happy the carpet was fit for someone else. Had I been re-letting I'd have removed the carpet and replaced it.
So yes I can understand social housing people removing carpets and not replacing as many tenants just don't look after them.
