Location of consumer unit

My current fuse box (now with MCBs) needs replacing with a modern consumer unit. The current 'box' is recessed in the wall, in a small cupboard at knee level. Well, shin level to be absolutely anatomically accurate !

Can the new unit go at this level, or must it be higher up the wall, out of reach ?

if its accesible it should be child proof, or in a lockable cupboard iirc.
